Developing Your Own BLM Wild Horse Public Comment
How to examine a proposal, develop an independent position, and write a substantive comment
IMPORTANT — THIS IS NOT A TEXT TEMPLATE. This guide offers questions, research directions, and starting sources. It is intended to help readers develop their own independent comments. Do not copy sentences, paragraphs, headings, or chains of argument word for word.
This general guide grew out of work on the 2026 Muddy Creek public comment process. That comment period has ended. Muddy Creek is therefore mentioned only as the original case that prompted the guide, not as an open opportunity to submit a comment. For every new BLM process, readers must use the current project documents, deadline, and submission instructions published by the responsible office.
The guide is intended for anyone who wants to understand U.S. public participation processes involving wild horses and burros. It does not tell anyone what position to take. It explains how to identify relevant issues, check evidence, distinguish fact from interpretation, and make a specific request to the agency.
A practical starting point is included at the end. After the substantive guidance and research directions, Part II offers a Ten-Minute Starting Point for Writing Your Own Public Comment. It uses three simple questions and five possible subject areas to help readers begin in their own words. It is not a text template.
The Management Perspective Disclosed in This Guide
This is not a neutral survey of every possible management position. It is written from a clearly disclosed, solution-oriented perspective that seeks to avoid routine population-level gathers and permanent removals. Within that perspective, sustained, remotely delivered, scientifically monitored PZP fertility control may be an important population-management tool when it can be carried out without capture.
PZP is not presented as a stand-alone answer. It does not replace population monitoring, a scientific review of the Appropriate Management Level (AML), genetic considerations, fair evaluation of all land uses, reliable access to water, habitat improvements, or efforts to prevent the conditions that lead to emergencies.
Every reader remains free to accept, reject, or modify this perspective. The purpose of the guide is to support independent examination, not to coordinate identical submissions.
PART I
1. Understanding the Public Comment Process
What a substantive comment does
A substantive comment addresses something relevant to the decision before the agency. It may identify a factual error, question an assumption or method, point to missing information, explain an environmental consequence, provide relevant evidence, or ask the agency to examine a reasonable alternative. It should connect the concern to a specific part of the proposal whenever possible.
Public comments are not counted like votes. Large numbers of identical form letters do not automatically give an argument greater technical weight. Individual reasoning, relevant evidence, and a clear connection to the decision make a comment easier to evaluate as a distinct contribution.
Always check the current project
• the exact project title and NEPA number;
• whether the document is a scoping notice, draft environmental assessment, environmental impact statement, gather plan, or another type of proposal;
• the opening and closing dates of the comment period;
• the official submission portal, mailing address, or other accepted method;
• file-size, file-type, and character limits;
• privacy notices and whether the full comment may become public;
• whether documents have been revised, replaced, or repaginated.
For participants outside the United States: Do not invent a U.S. address, legal standing, professional title, organizational affiliation, or personal connection. State your actual perspective truthfully. The current BLM form and project instructions control whether and how a person outside the United States may participate.
2. Building a Comment That Is Your Own
Start with three questions
1. What issue matters to me?
2. Why is it relevant to this proposed decision?
3. What specifically do I want the BLM to examine, explain, change, or include?
Your comment does not need to imitate legal or scientific writing. Accuracy is more important than technical language. Use terms you understand, explain your reasoning, and avoid claims that go beyond the evidence.
Distinguish four kinds of statements
Type Question to ask before using it
Fact Is it documented by a reliable source for this place, period, and context?
Assessment Is it clear that this is my interpretation rather than an established fact?
Conclusion Can the reader follow how it arises from the evidence and reasoning?
Open question Have I identified what information is missing and why it matters to the decision?
Write critically without making unsupported accusations
A strong comment may firmly oppose a proposal. It should focus on the project documents, data, assumptions, methods, effects, and alternatives. Unsupported allegations about motives, corruption, deception, or intentional wrongdoing weaken credibility and create avoidable legal and factual vulnerability. When the record is incomplete or contradictory, a precise question or request for clarification is often stronger than speculation.
3. Key Terms
- BLM — Bureau of Land Management, an agency within the U.S. Department of the Interior.
- NEPA — National Environmental Policy Act, the federal framework under which agencies examine environmental effects and alternatives and involve the public.
- EA — Environmental Assessment.
- HMA — Herd Management Area, an area managed by the BLM for wild horses and/or burros.
- AML — Appropriate Management Level, the BLM's management range for the number of wild horses or burros in an HMA. It is an administrative determination and should not automatically be treated as identical to ecological carrying capacity.
- AUM — Animal Unit Month, a unit used in forage allocation and grazing management.
- Gather — An operation in which wild horses or burros are captured, often followed by sorting, treatment, removal, return, transport, or holding.
- Holding — Short- or long-term care of removed animals outside their home range.
- In-range management — Management carried out while the horses remain in their range rather than through permanent removal.
- PZP — Porcine zona pellucida, an immunocontraceptive used for fertility control in some free-roaming horse populations. Reversibility and the duration of infertility depend on the formulation, treatment schedule, and treatment history.
- Effective population size — The number of individuals effectively contributing genes to the next generation; it may be substantially lower than the total number of animals counted.
- Carrying capacity — The population size an environment can support under stated ecological conditions. The term must be defined carefully and should not be used as a synonym for AML without analysis.
4. Five Areas for Independent Review
- The following topics are a selection, not a required outline. Choose only the issues you can examine responsibly. The questions are designed to be applied to the current project documents; they are not ready-made claims about every HMA.
4.1 Repeated Gathers and Compensatory Population Growth
Why this matters
A removal immediately lowers the number of horses. It does not necessarily change the conditions under which the remaining population grows. When density declines, more forage or other resources may become available per animal. Better body condition, earlier reproduction, higher foal survival, or lower adult mortality may contribute to faster population growth. This density-dependent response is often described as compensatory population growth.
The National Research Council concluded in 2013 that removals may increase population growth rates when reduced competition improves body condition and demographic performance. A management system that repeatedly reduces a herd but does not address the subsequent growth dynamics may create a continuing cycle of capture, removal, and holding.
Questions to examine
• How did the population change after earlier gathers or removals?
• Do the documents rely on a fixed annual growth rate, or do they evaluate births, survival, body condition, age structure, sex ratio, immigration, emigration, weather, and counting uncertainty?
• Were changes in growth after previous removals examined?
• Are the inputs and assumptions used in population modeling transparent?
• What long-term management approach is proposed after the current removal?
• If PZP is considered, how many mares must be identified and reached, how often, and for how many years to produce a population-level effect?
Limits on claims
Do not claim that every removal produces the same increase in reproduction, or that the magnitude of compensation is known for a particular herd without herd-specific evidence. Do not treat a single year of PZP use, low treatment coverage, or an interrupted program as a conclusive test of long-term fertility management.
4.2 Reviewing AML, Genetics, and Resource Allocation
Keep three questions separate
• AML: How was the administrative population range established, and is its basis still current?
• Genetics: Does the size, composition, and effective population size support long-term genetic diversity?
• Resources and AUMs: How were forage and other resources allocated among wild horses, livestock, and wildlife, and what do current conditions show?
A number from one category does not automatically prove the answer in another. An AUM allocation is not, by itself, a direct measurement of ecological carrying capacity. Likewise, genetic results obtained when a herd was much larger do not automatically demonstrate that a later, much smaller population will remain genetically secure over the long term.
Questions to examine
• When was the current AML established, by what method, and using which environmental and land-use data?
• Have boundaries, available habitat, water access, climate conditions, livestock use, wildlife use, or management goals changed since then?
• At what population size were genetic samples collected, and what conclusions can those samples actually support?
• What is known about effective population size, age and sex structure, family lines, and the number of animals that reproduce?
• Does the plan rely on periodic introduction of outside animals to address genetic concerns? If so, why?
• Are authorized livestock use and actual livestock use clearly distinguished?
• Are effects attributed to horses separated from drought, fire, invasive plants, livestock, wildlife, roads, fences, and other land uses?
Limits on claims
Do not present a general recommendation of 150–200 animals as a universal legal minimum. Do not equate AML, census population, effective population size, genetic diversity, and carrying capacity. Each term answers a different question and must be supported in context.
4.3 Water, Habitat, and Root-Cause Prevention
Water availability is not just a calculation of gallons per animal. Location, seasonal reliability, quality, access, infrastructure, water rights, heat, lactation, forage moisture, and the spatial distribution of animals all matter. A small number of functioning water sources may concentrate horses, livestock, and wildlife in one area even when other habitat is available.
Questions to examine
• Which water sources are permanent, seasonal, intermittent, damaged, fenced, inaccessible, or dependent on pumps and pipelines?
• How often are water sources inspected, and are failures, repairs, and drought conditions documented?
• Does the project distinguish mapped water from water that is actually available to animals?
• How do fences, gates, roads, private parcels, steep terrain, and blocked movement routes affect usable habitat?
• Are local impacts being generalized to the entire HMA without spatial and seasonal analysis?
• Have repair, improved access, additional water distribution, habitat restoration, or other preventive measures been seriously evaluated?
• Are livestock, wildlife, and wild horse use measured with comparable methods and over comparable periods?
Remote cameras as supporting evidence
Strategically placed remote cameras can add continuous, time-stamped observations at water sources, crossings, and travel routes. Depending on image quality and individual recognition, they may provide information about presence, timing, reproduction, body condition, injuries, band membership, and overlapping use by horses, livestock, and wildlife.
Camera monitoring needs a documented design: justified site selection, consistent operating periods, equipment checks, failure logs, preserved original files, transparent evaluation, and multi-year comparability. Automated or AI-assisted sorting may help organize large image sets, but uncertain classifications require human review. Cameras do not, by themselves, provide a complete population count or prove absence, displacement, or causation.
A preventive response sequence
• verify population, health, precipitation, vegetation, and water data, including uncertainty;
• inspect water infrastructure, access, and movement barriers;
• document actual livestock and wildlife use and seasonal overlap;
• repair preventable failures and evaluate targeted habitat or water improvements;
• use temporary assistance or individual intervention when a specific emergency requires it;
• measure and publish whether the intervention solved the identified problem.
4.4 Animal Welfare, Families, and Social Continuity
Animal-welfare analysis should cover the full chain of events: pursuit or trapping, capture, temporary holding, sorting, separation, treatment, transport, short-term holding, long-term holding, adoption or transfer, and the effects on horses that remain on the range.
Wild horses live in social groups and maintain relationships that may include mares, stallions, foals, older offspring, and other long-term associates. A roundup affects more than isolated individuals. It may change family membership, age and sex structure, reproductive participation, learned movement routes, and knowledge of water sources.
Questions to examine
• How many animals were pursued, captured, removed, returned, treated, injured, euthanized, transported, or placed in holding?
• Are distances, duration, terrain, weather, temperature, start and end times, and animal condition documented?
• How are foals, nursing mares, pregnant mares, older horses, and animals in poor condition protected and tracked?
• Do daily gather reports, project documents, transport records, and holding records use consistent numbers?
• Are delayed illnesses, injuries, deaths, or euthanasia after transport or in holding included in the analysis?
• What changes to family lines, band membership, age structure, sex structure, and social continuity are expected?
• What individual-based monitoring exists before and after the action?
Voluntary band changes are not the same as forced removal
Free-roaming horses may change bands while remaining within their habitat and retaining movement and possible contact with familiar animals. That is not equivalent to capture, sorting, transport, and permanent removal from family, community, and home range. At the same time, behavioral findings associated with fertility control must be described precisely: changes in band membership do not automatically prove aggression, injury, stress, or complete social neutrality.
Limits on claims
Do not claim that every horse experiences the same physical or social effect. Do not attribute every later illness or injury to a gather without a medically and temporally supported connection. Absence of published data is a data gap, not proof that an effect did or did not occur.
4.5 Costs, Climate, and Resource Use
The consequences of a gather do not end when the helicopter lands. A meaningful comparison should include planning, contracting, personnel, aircraft, ground vehicles, temporary corrals, veterinary care, transport, short- and long-term holding, feed, water, land, infrastructure, subsequent transfers, and long-term care.
Questions to examine
• Which direct and indirect costs are included, and which are omitted?
• How many flight hours, gather days, vehicles, personnel hours, and transport miles are expected?
• Where will removed horses go, and what later transfers are likely?
• How are short-term and long-term holding costs separated?
• Are feed, water, land, infrastructure, veterinary care, and staffing included over the same time horizon?
• Are repeated gathers evaluated as a multi-year cycle rather than as isolated operations?
• Are preventive in-range monitoring, water and habitat measures, and remotely delivered PZP compared over the same period and with the same cost boundaries?
Climate or resource calculations must disclose their data and system boundaries. Distance alone is not a complete emissions estimate. Aircraft hours, vehicle type, occupancy, empty trips, feed production, irrigation, storage, and infrastructure may all affect the analysis. Avoid calling an expenditure wasteful without comparing effectiveness, duration, alternatives, and downstream costs.
5. PZP Within Gather-Free In-Range Management
Within the management perspective disclosed in this guide, sustained, remotely delivered, scientifically monitored PZP may help reduce population growth while allowing horses to remain on the range. The objective is to make routine population-level gathers and removals avoidable in practice, not merely less frequent in theory.
A credible program requires
• reliable individual identification;
• a documented treatment plan and appropriately trained personnel;
• adequate treatment coverage sustained over time;
• accurate records of primer and booster treatments where applicable;
• annual population, reproduction, mortality, and treatment reporting;
• monitoring of effectiveness, reversibility, behavior, welfare, and unintended effects;
• publicly understandable evaluation and adjustment of the program;
• integration with AML review, genetics, water, habitat, and fair resource assessment.
Important limitation: PZP is not an isolated universal solution. A poorly designed or inconsistently implemented program cannot be treated as a fair test of fertility management. Nor should PZP be used to justify routine captures when remote treatment is feasible.
6. Turning Research Into an Independent Comment
4. Identify your truthful personal or professional perspective.
5. Choose one to three issues that are relevant to the current decision.
6. Read the complete project section, including tables, footnotes, appendices, and cited sources where necessary.
7. Record the exact fact, page, table, date, or dataset you are relying on.
8. Separate that fact from your assessment and conclusion.
9. Explain why the issue could affect the environmental analysis or management decision.
10. Make a specific request: for example, correct a figure, disclose a method, analyze an effect, compare an alternative, collect missing data, or reconsider a proposed action.
11. Write the entire comment in your own order, language, and voice.
7. Translating a Comment Into English
If you write first in another language, compare the final English version sentence by sentence with your original. A translation should not make your position stronger, weaker, more certain, or more legalistic than you intended.
• Use gather for the capture operation, removal for taking horses off the range, and holding for care outside the range.
• Use fertility control or immunocontraception, not “birth control control.”
• Use range or home range, not literal translations such as “stove area” or “hearth area.”
• Use pregnant mare, nursing mare, and foal.
• Use substantive comment for a specific, reasoned comment relevant to the decision.
• Use effective population size and carrying capacity only when those concepts are actually meant.
• Recheck every number, date, HMA name, source, and requested action after translation.
8. Final Checklist
- ☐ I confirmed that the comment period is currently open and used the official submission instructions.
- ☐ My perspective and any professional background are stated truthfully.
- ☐ I chose and researched the issues myself.
- ☐ I did not copy sentences, paragraphs, headings, or chains of argument from this guide.

Three simple questions and five possible subject areas
You do not need to write a scientific paper. One clear, well-explained concern is enough to get started.
Just Get Started
You want to speak up for wild horses but do not know how to begin? Your public comment does not need to be long or perfect. You do not have to address every issue. Simply choose one topic that matters especially to you and write a few sentences about it in your own words.
People who live outside the United States may also be able to participate in Bureau of Land Management (BLM) public comment processes. Always follow the current project's eligibility and submission instructions.

You may use the following sample texts as a guide. Please do not copy them word for word. Adapt them and, if possible, add a personal thought.
Topic 1: Remote PZP Darting
In simple terms:
PZP is an immunocontraceptive that can temporarily reduce fertility in free-roaming mares. Studies by Kirkpatrick and Turner show that its contraceptive effect can be reversible, although the duration of infertility depends on treatment history. Research also shows that well-designed fertility-control programs can reduce reproduction. When PZP is administered remotely by dart, routine capture for treatment may be avoided.
Sample text:
I ask the BLM to seriously evaluate scientifically monitored remote PZP darting as part of long-term, gather-free management. Research shows that PZP can effectively reduce reproduction in free-roaming horses. Remote darting could help avoid repeated roundups, removals, and the resulting separation of wild horse families.
Your personal sentence could be:
“This alternative is especially important to me because ...”
Topic 2: Family Bands and Animal Welfare
In simple terms:
Wild horses live in social groups and maintain relationships among mares, stallions, foals, older offspring, and other long-term associates. Roundups and permanent removals therefore affect more than isolated individuals: they can separate established social partners and alter family and band membership.
Sample text:
I ask the BLM to give greater consideration to the effects of roundups and removals on the social structures of wild horses. These horses live in stable family bands that can be torn apart through capture and permanent removal. The BLM should therefore prioritize measures that allow as many horses as possible to remain in their home ranges and with their families.
Your personal sentence could be:
“The separation of wild horse families concerns me especially because ...”
Topic 3: Water and Habitat
In simple terms:
Habitat conditions do not depend on horse numbers alone. Water availability, drought, climate, livestock grazing, wildlife, and other land uses also affect the area. Improving water sources and conducting more detailed monitoring can help identify problems early.
Sample text:
I ask the BLM to fully evaluate improvements to water availability and habitat as an alternative to repeated removals. The effects of all land uses should be assessed equally. Remote cameras and long-term monitoring at water sources could provide additional information about use by horses, wildlife, and livestock.
Your personal sentence could be:
“A careful review of all contributing factors is important to me because ...”
Topic 4: Reviewing the Appropriate Management Level
In simple terms:
The Appropriate Management Level, or AML, is the number of horses the BLM has determined should live in an area. The BLM should review whether this number remains scientifically supportable and whether it allows for a genetically healthy population over the long term.
Sample text:
I ask the BLM to review the existing AML scientifically and transparently. This review should consider current data on available land, water and forage, all other land uses, and the population's long-term genetic health. A historically established number should not serve as the basis for further removals without renewed review.
Your personal sentence could be:
“I believe this review is necessary because ...”
Topic 5: Effects of Repeated Removals
In simple terms:
After large removals, populations may begin growing more rapidly again. More food and water for each remaining horse can contribute to earlier reproduction, higher survival rates, and a rapid rebound. Repeated removals may therefore fail to provide a lasting solution.
Sample text:
I ask the BLM to thoroughly examine whether repeated removals contribute to a long-term cycle of population reduction followed by renewed growth. Scientific research on several free-roaming horse populations points to such compensatory effects. The BLM should therefore prioritize long-term, gather-free management approaches and reliable population monitoring.
Your personal sentence could be:
“A long-term solution matters more to me than repeated short-term interventions because ...”
You Do Not Have to Address Everything
One well-explained thought of your own is more valuable than a long comment you do not fully understand.
• choose just one of the five topics
• combine several topics
• shorten a sample text substantially
• add your personal observations or concerns
• write in your own language
Most importantly, make clear:
• which issue you are addressing
• why it is relevant to the decision
• what you are specifically asking the BLM to do
A Quick Check Before You Submit
• Did I write in my own words?
• Did I make at least one specific request of the BLM?
• Did I explain why this issue matters to me?
• Did I include my name?
• Am I submitting my comment by the published deadline and through the designated channel?
You do not have to be a scientist or a legal expert to participate. Your comment can be brief, personal, and still factual. What matters is taking the first step.
